The recession has put enormous strains on federal, state, and local governments. In the next biennium Ohio is projected to have a budget shortfall of x billion dollars. State budget funds schools, road projects, prisons, unemployment, health care, and libraries to name a few. How will the needs for these services be balance with the reduced funding available?
